What you should know first

Net metering can improve the value of a solar system by giving credit for excess energy exported to the grid, but it does not turn every exported kWh into full retail value. The real benefit depends on your utility arrangement, self-consumption pattern, and the rules that apply to your system.

What the Philippine program does

The Philippine DOE describes net metering as an arrangement that allows a qualified end-user to generate renewable electricity primarily for self-use and export unused generation to the grid. It is not the same as selling every solar kWh at the retail price.

The ERC amended the rules in 2025, including provisions on credit banking and utility transparency. Current requirements should be checked because implementation documents and utility procedures can change.

Meralco’s process includes forms and documentary requirements that may vary with equipment and service configuration. Other distribution utilities may use different workflows within the national rules.

The quotation should say who prepares drawings, signs documents, pays application-related costs, responds to utility comments, and follows the application through meter installation or approval.

Do not energize or export before required approvals.

Ask for an application timeline with responsibilities and dependencies.

Exported kWh is not automatically worth the full retail rate

A household may avoid more cost by using solar directly than by exporting the same energy. The value depends on the current credit method, bill components, and utility process.

Design for realistic self-consumption and treat export as a separate value stream.

Confirm the current ERC rules and your distribution utility’s published checklist before promising approval time, meter cost, or export value.

Practical checklist

Ask the installer how much of your production is expected to be self-consumed versus exported.

Clarify the utility process, expected timeline, and any owner-side responsibilities.

Avoid oversizing a system based purely on optimism about exports.

Keep copies of application and approval documents.

Net metering can help economics, but it works best when the core solar design already makes sense without exaggerated export assumptions.
